Answer 1) A balancing raft foundation comes under the category of floating foundation. However it must first satisfy the prerequisite for being termed as floating foundation. A floating foundation is such that the weight of excavated soil including weight of water equals the weight of building over it. So the foundation should be laid after deep excavation and raft is generally provided so as to ensure uniform load distribution and limit possibility of differential settlement. However raft foundation is generally a shallow foundation and as such it might not be a floating foundation.

Answer 2) A balanced raft foundation as described above or piled balanced raft foundation is used as a floating foundation for high rise building.
