This is because Florida is warm coastal area and while light is essential inside the house the Sun exposure needs to be minimised to protect the skin.

2. In Canada it would be a good idea to design a building so that:

B. Windows are maximised and Sun exposure is also maximised.

Canada is a very cold country with 6 months of cold dark winter with little Sunshine  

causing deficiency of Vitamin D and causing depression.So it is very essential to have large windows to allow maximum sunshine in the house and exposure to Sun to get Vitamin D.
