yes, State or federal Legislatures can vote to ban citizens who have hidden carry permits from entering certain establishments such as schools, restaurants,churches etc. Because, such establishments are always occupied with different kinds of people and its always crowdy. Carry permits to such places are to be open to public and hiding them is a crime. Such citizens are to be banned from entering those places. Thus, we can justify that federal legislatures can vote to ban such citizens.
