First important thing is choice road to be constructed depends upon find availability. More fund means public road while less fund ask private company to construct road.

Public roads are governed by public body ..like state legislature where as toll road are limiting road.

Tolls road maintenance are of high quality,safe and secure with good durability.

While in public road government is responsible for road construction.maintainance is very low and less safe.

In case of public road the source of income is only road tax while in case of toll road it is from road as well as toll tax.
