A subgrade is the soil over which the construction takes place. So it is very much necessary that the subgrade must not fail under loading.

The failure of subgrade means that it should not settle more than the permissible limit as well as it should not fail under shear.

The best method to test the soil for subgrade is CBR test.

Different soils settle by different amount so you must know about your structure load and it's permissible limits to settle.

If the soil of the site doesn't fulfill your criteria then you should go for soil stablization.
