who has more power in water projects, the bureau of reclamation or the corps of engineers and why ?

In US, both Army corps of engineers (ACOE) & Bureau of reclamation work on water projects, mainly in the construction and operation of dams. ACOE was formed in 16 June 1775 and bureau in 1902. In 1984, Reagan administration proposed to merge both agencies, but they didn't agreed.
bureau of reclamation look after Supplies & wholesale of water while ACOE can be seen as Authority of waterway infrastructure. Bureau spends their money in Western states and ACOE spends a heavy portion in eastern states. They both work for water projects, but the area of interest & work territory for both are different. However many times they have worked on the same river basins. Both have been given powers & they both work independently in their field. But if we want to know how is a little more powerful, My answer will be ACOEs.
