Settlement is the movement of the foundation in downward direction due to the load of the entire structure over it, which thus displaces the soil below it which results in the movement

Sandy soils are often considered as weak structure, poor water retention properties, high permeability, highly sensitivity to compaction with many adverse consequences.

That means only primary or short term consolidation only takes place due to expulsion of entire pore water. This happens in the case of long term or secondary consolidation also because viscous water not able to sustain in sand layers.So settlement is almost same in both the cases.
