The detention time is given by-

Since volume is a constant quantity, its not going to be affected by the change in detention time or flow rate.

So,

But For a short circuited flow for an ideal CM basin, the influent and effluent points could exist next to each other and hence there would be naturally no flow during short circuiting and hence, no treatment during short circuiting.
