The radar gun 2 is repeatable and can not be trustworthy, the radar gun 1 is accurate and can be taken as a reference for the radar gun 3 which is precise. The values of speed obtained in radar gun 3 are almost near to the values obtained in the radar gun 1. Therefore the value of speed for car 2 in radar gun 3 will be near to the value obtained in radar gun 1 which is 36 mph.

Therefore, the correct option is (a)

the options (b), (c), and (d) are not correct because their value is differing from a large gap with respect to the radar gun 1.
