It means it is not possible to commit a greater offense without committing a lesser one.

Lesser included offense is a sub set of greater offense so a greater offense can not be committed without committing a lesser included offense.

All greater offense starts with a lesser one and becomes disastrous in last.

For example:- Rape is a greater offense but it starts with assault so assault is a lesser included offense.

Manslaughter is a lesser included offense of murder.
