Explanation : While designing, the aim is to get safe design that is achieved by increasing applied load or assuming the strength of structure less then actually.

For dimensioning of the footing Safe Bearing Capacity of soil is used, which itself is strength already reduced by using factor.

SBC = q/fos

Thus no more need to increase load.

While we calculating factored soil pressure no other factor of safety is considered (strength is not reduced) hence a factor is multiplied to increase the load.
