Cost and benefits analysis is an important tool for most of the highway investment. This is mostly acceptable for Urban access road investment, because for Rural access road investment it is not justified due to low construction cost per kilometer length. We can expect from this model is the performance of road under its design life considering normal traffic condition. In case of cost estimation, the cost of any road project consists mainly two types i.e. Construction cost and maintenance cost. So, cost analysis from highway investment before and after Opening date to traffic is also done for economical point of view. In case of benefits estimation some benefits should be considered i.e. minimum road accident, minimum travel time, minimum vehical operating cost etc. These are the benefits and costs expectation from highway investment.
