An amine that is insoluble in water can be made to dissolve by adding to aqueous solution of - hydrochloric acid ( HCl). Because they will form an hydrochloride salt which will be water soluble.
Because of the acid base reaction:
R3N(aq)+HCl(aq)→R3N⋅H+Cl-(aq)
The amine is now a salt and is in principle water soluble (a quaternary ammonium salt is formulated as R4N+)
we can also write it as as trialkylamine hydrochloride, R3N⋅HCl; in both cases the nitrogen is quaternized. hence water soluble
