The statement that is not true is (a).

Endothermic reactions are those reactions which absorbs energy. In such reactions the reactants have lesser energy than the products and energy is needed for the reaction to go forward. So, it takes time to form the transition state. As a result, such reactions does not form transition state early. Therefore, statement a is not true and statement d is true. On the other hand, exothermic reactions are those reactions which releases energy. In such reactions the energy of the products are less than that of the reactanst. They form transition states resembled to the reactants early. Hence, statement c and b are true. Thus, statements (b), (c) and (d) are true and statement (a) is not true.
