acetic acid is weak acid it can establish equilibrium in between dissocaited and undissociated part

sodium acetate is strong electrolyte it will compltely dissociates into ions
CH3COONa -----------------------------> CH3COO- + Na+
on addition of strong acid HCl
on addition of HCl . H+ ions coming from HCl are react with CH3COO- forms weak acid so there is no change in pH value
CH3COO- + H+ -----------------> CH3COOH
on addition of strong base NaOH
the OH- ions coming from strong base react with weak acid forms acetate and H2O .
CH3COOH + OH- -----------------------> CH3COO- + H2O
