The initial buffer pH is

pH = pKa + log[base]/[acid] = 4.750 + log (1.068/1.060) = 4.753

   

The initial quantities are

0.100L x 1.060 mol/L = 0.1060 mol acetic acid

0.100L x 1.068 mol/L = 0.1068 mol sodium acetate

0.001L x 3mol/L = 0.0030 mol NaOH added

The new pH will be

pH = pKa + log[base]/[acid] = 4.750 + log [(0.1068+0.0030)/(0.1060-0.0030)] =

       = 4.750 + log(0.1098/0.1030)

      = 4.750 + 0.028 = 4.778
