This is the rate determining step

It’s highly endothermic , it should have high free enegy

Second step nucleophile added to carbocation.

Kinetically first order due to rate of reation depend on the concentration of reactant and doesn’t depend on nucleophilic reagent

Polar protic solvent more favored than aprotic solvent
