moles of KOH = 0.220 x V

HEPES      + KOH   ---------------> salt   + H2O

pH = pKa + log [salt / acid]

7.60 = 7.56 + log [0.220 V /0.01995-0.220V ]

[0.220 V /0.01995-0.220V ] = 1.096

V = 0.474 L

volume of KOH = 474 mL
