NaOH can able to ionize both benzoic acid and 1-napthol to form their corresponding sodium salts. So, to selectively ionize (forming salt) the benzoic acid to form sodium benzoate sodium bicarbonate used (benzoic acid is more acidic compared to 1-napthol).
