[H+] = 10^-3.17

       = 6.76 x 10^-4 M

Ka = 4.0x10^-6

[H+] = sqrt (Ka x C)

6.76 x 10^-4 = sqrt (4.0x10^-6 x C)

C = 0.114 M

concentration = 0.114 M

percent dissociation =( [H+] / C ) x 100

                                 = ( 6.76 x 10^-4 / 0.114) x 100

percent dissociation = 0.59 %
