Boiling points depend on intermolecular forces because energy in the form of heat is required to break the intermolecular forces. Dimethyl Ether has dispersion forces and dipole-dipole forces while ethanol has dispersion, dipole-dipole, and hydrogen bonding because of the OH. So ethanol has the higher boiling point because it has stronger intermolecular forces.
