answer : O-O-Cl

explanation :

oxygen is more electronegative than Cl .so O should get negative charge and Cl will get positive charge .

and another condition is oxygen should form two bonds also

in the given above   ; O-O-Cl compound , middle oxygen has two bonds and last oxygen has -1 charge. and Cl has positive charge .

but if we take first compound O-Cl-O   , both oxygens has -1 charges and Cl should have +2 charge . for Chlorine +2 charge is not possible
