toluene and water = will NOT mix, or at least not completely; this is due to the nature of toluene being non-polar and water being polar. Like disolves like" rule will not work. Therefore, hydrophobic heads of toluene will repel each other. The mixture will form 2 phases

Water will be in the bottom since it is more dense than toluene

toluene will be in the top.

ethyl alcohol

it will be more miscible, but still NOT 100% misicble; following the same principles

toluene is non polar whereas ethanol (ehtyl alcohol) is polar

like dissolves like, therefore, expect two phases

in this case

the toluene phase goes down since density is higher than that of ethanol
