Silica is exposed with polar functional groups on it's surface so any compound polar binds to it strongly and a non polar compound binds to it weakly.
When a mobile phase is run, leass polar compound will move further from the baseline and more polar compound sticks to the baseline or moves further from the baseline slower than the non polar compound because it has strong interaction with the polar functional groups of the silicca plate.
