All inert or noble gases have electron affinity value positive.

In a period,left to right electron affinity value become more negative and in a group from bottom to top electron affinity value become more negative.

So Helium most positive.

Chlorine is in the extreme right of periodic table,so chlorine has most negative value of electron affinity.

Sulphur is present before chlorine in a period,so it has lesser negative value of electron affinity than Chlorine.

Arsenic is present in one group left of Sulphur and one period down , so arsenic has lesser negative value of electron affinity than sulphur.

Rubidium is present in 1st group and bottom period, so it's value is more negative than helium and lesser than arsenic.
