If you talk about fuel combusiton...

then note that % of oxygen may be modified via:

- Enriched oxygen fuel... i.e. from air which contains only 21% of Oxygen, could be enriched up to 100%

- It is several times added in excess, to ensure combustion to form CO2 instead of CO

then...

for performance of combustion, it is clearly important that Oxygen is present

If we talk about high temperatures... we don't want as many Oxygen... because many times we will use the heat generated to "heat" or "increase the temperature" of the oxygen that is leftover...
