Valence electrons are the no. of electrons present in the outermost shell of atoms.

Valence electrons are those electrons which are either given to another atom or taken from another atom for complete the its octate.

If one atom has valence electrons more then 8 then it will give the electrons but if one has less than 8 valence electron then it takes. That taken or given no. of electron are ionic charge.

Ionic charge= valence electrons - 8

Atoms which have 8 valence electrons are inert, means having no charge neither positive nor negative.
