Mass spectrometry has as principle the identification of molecules composed by formula, IR mainly identifies functional groups, NMR is used to determine the connectivity of carbon, UV VIS has limitations in terms of connectivity and the identification of carbon functional groups.

Cyclononane or cyclodecane are compounds with only C-C and C-H groups and therefore you need to recognize connectivity of carbon that's why the best tehcnique would be NMR. A comparative table of the most important spectrometry methods is shown below:
