The specific rotation can be zero in two cases- either the compound is meso compound or the compound is the mixture of two enantiomers with equal proportion i.e. for racemic mixture the specific rotation is zero.

Since the melting point of the synthetic form of tartaric acid is significantly different from the meso form of tartaric acid, the synthetic form of tartaric acid is the equimolecular mixture of d and l isomers of tartaric acid i.e. it is the racemic mixture.
