The solubility product of AgI is less than that of AgBr, so there is possibility that at higher concentration of Ag+ (required as compated to that for iodide) in test of bromide ion will also ppt out the AgI, and it can create ambiguity in results. So we test Iodide ion first which will ppt out as AgI at low concentration of Ag+.
b) as all are being tested by same salt (Ag+ salt) and which with time changes colour and when all the three ions get ppt out there is chance of masking of colour of one by other.
