1)yes it is a buffer solution. it contain sodium acetyl salicylate and benzoic acid which give acetyl salicylic acid and sodium benzoate. so sodium acetyl salicylate-acetyl salicylic acid made buffer and sodium benzoate- benzoic acid made another buffer. so its a double buffer system.

2) we know from henderson equation , pH = 14 - 1/2(pKa + log salt/acid) this is vaid for weak acid strong base buffer.

pH = 14 - (-log[3*10-4] + log [0.410/0.410]) = 14 - 3.52 = 10.48

pH = 14 - ( -log[6.3*10-5] + log 0.276/0.276 ) = 14 - 4.2 = 9.8
