No. of electrons in an atom is equal to no. of proton in that atom. And no. of proton is equal to atomic number of an atom. Therefore, you will have to see atomic number of any atom to calculate no. of electrons in an atom.

To calculate Cations and anions of an atom, you need to see what is the nature of an atom. If it is a metal, it will have the tendency to lose electrons, which will form cations. Non-metals, however, tends to gain an electron to form an anion. Metalloid, generally tend to form cations like metals, but they also tend to form long chains of atoms like silicon.
