Weak nucleophile favour SN 1 and strong nucleophile favour SN 2
Less hindered substrate favour SN2 ( 1 degree) and more hindered substrate ( 2 degree) favour SN2.
Bromocyclohexane is 2 degree substrate so it has sufficient hindrance for incoming nucleophile.
If we use neutral nucleophile then it prefer SN1 because neutral nucleophile is weak and also substrate is hindered.
