It should be PCl3 as it has same hybridization as NH3 but here the electronegativity difference between two atoms is more than N-F and also the bond length is larger in P-Cl bond than N-F .

you might remember that polarity is = charge x distance of charge seperation

In case of P4O6 and CO2 , the bonds are majorly double bonds and hence less charge seperation and in case of SCl3 it has less electronegativity difference.

Also SP>SP2>SP3    electronegativity of hybridized orbitals    so O=C=O has SP carbon means more electronegative carbon and hence electronegativity difference becomes less between O and C ,also the bond length decreases with more bonds and hence the charge seperation... similarly can be a=explained for P4O6 also .
