It is true.

We can prepare hydrogen from aquas potassium hydroxide solution based on alkali water electrolytic method. Strong base is used as the electrolyte in the case of alkaline water electrolysis. In this process the hydroxide anions are transferred through the electrolyte to the anode surface, where they lose electrons that then return to the positive terminal of the DC power source. Nickel rod is using because of its low cost, good activity, and easy availability. To avoid corrosion problem and have higher conductivity, KOH (Potassium hydroxide) is used in alkaline water electrolysis.
