With isotopic substitution, the value of wavenumber for isotopic substituion are found to be less.

This is because wave no. is inversely proportional to the reduced mass and reduced mass increases with isotopic substitution.

In case of Rotational spectra also, value of rotation constant or energy of rotation decreased with isotopic substitution.

B = h/ 8 * 3.14^2 * I c (in cm-1)

rotational constant is inversely proportional to I(moment of inertia = m r^2) where m is reduced masss
