The rate if reaction of SN2 depends on the ease with which the nucleophile can come closer to the molecule and form a bond. In SN2 mechanism, the attack of nucleophile and the removal of leaving group take place simultaneously. So, the compound which is less hindered will give SN2 reaction easily. In this question from all compounds: 1-Chlorobutane is less hindered among all. So, it will give fastest SN2 reaction as no substituents attached. After this, 3-mrthyl-1-chlorobutane is less hindered as methyl group is attached to more farther carbon atom
