0.1 M solution of KOH is basic in nature as it breaks completely into the K and OH ions completely as shown in equation

thus releasing OH- ions into the solution which makes the solution basic. and

This can also be understood by taking the example of Acid-base Neutralization reaction.

In the reaction of an acid with a base in aqueous solution, the hydrogen ions of the acid react with the hydroxide ions of the base to give water. The second product is a salt, which is composed of the positive metal ion from the base and the negative ion from the acid. For example,

HCl ( aq ) + KOH ( aq ) → H 2 O ( l ) + KCl ( aq )

since the experimental output of reaction with HCl which is a strong acid is just salt and water KOH must be basic compound.
