Answers: a) magnesium chloride is used after workup completed because it is used for to free organiclayer from water traces mainly magnsesium sulfate is used for removal of water traces from organic layer.

b) if you did not use the magnesium sulfate, water traces may be remains in the organic layer as a result in t-butyl chloride water traces were carried out. then in the analysis of t-butyl chloride mainly for IR O-H stretching is showed . in the starting material(t-butanol) also O-H stretching is showed . so it is very confusing to identify the whether starting material is completely converted or not? so magnesium sulfate is very useful in this case.
