Aspirin is very less solubility in cold water.but the impurities on the crystal surface may soluble in cold water.and we are using cold water beacuse we have to reduce the loss of crystal by re-disolving.in normal water some amount of crystal may be dissolve.
Melting point of a substance decrease by the presence of the impurities.Also the impurity increase the range of melting point values.that is we don't get a sharp melting point.These effects are due to the weakening of the crystal lattice by the impurity.pure solid have stronger lattice bond.to break that bond more energy is needed.but in the presence of impurity the lattice bond strength decreases.so less energy is required to break the bond.so melting point decreases.
