Normality (N) = (mass / equivent weight) x 1000 /volume of solution

equivelent weight of per chloric acid = molecular weight / Basicity of the acit

= 100.4585 / 1 (HClO4 is the mono basic acid so 1)

= 100.4585

given volume = 4mL

given normality = 0.5N

0.5N = (mass of HClO4 / 100.4585) x 1000 / 4

0.5N = mass of HClO4 x 2.5

mass of HClO4 = 0.5 / 2.5 = 0.2 grams

dissolve 0.2 grams of HClO4 in 4mL you will get th e0.5N HClO4 solution

Noramality = 100.4585 / 0.004 L
