If you add HCl to the mixture which containing 2-nitrobenzoic acid and other neutral organic compounds, 2nitrobenzoic acid comes into aqueous HCl solution. Because 2-nitrobenzoic acid is polar compound as it ahs carboxylic acid group, so it can dissolve in polar HCl aqueous solution.
