It is not a buffer solution, because there is more amount of NaOH than benzoic acid so all the benzoic acid is neutralized by NaOH and there will be some amount of NaOH. To get the buffer we have to add less amount of NaOH than benzoic acid.
If we add less amount of NaOH than Benzoic acid then some amount of benzoic acid is converted into benzoate which is conjugate base of benzoic acid. Then we have benzoate/benzoic acid pair in solution. Hence the solution can act as buffer.
