For IR peaks : IR absorption band near 1700 cm-1

So ,the possiblity of alcohol is ruled out.

It may be ketone, aldehyde of carboxylic acid.

For 1H NMR : 1H NMR signal between 9 and 10 δ

The one between 9 and 10 is aldehyde.

So, possiblity of carboxyclic acid and ketone is ruled out.

Fo13C NMR : 13C NMR signal near 200 δ

Hence, it confirmed the compound is most likely to be aldehyde.
