We decide the pH values on the basis of concentration and if the concentration is same then we can compare pKa values the higher the pKa value higher will be the pH and the lower will be the Hydronium ion concentration.

HCN=9.21, HNO2=3.25, HBr=-9, CH3CO2H=4.756

Using the pKa values in the following we can arrange them in the following order of decreasing order of Hydronium ion concentration.

HBr, HNO2, CH3CO2H, HCN.
