Now , from the following options , we have to found which kind of bond is polar substance and which is non-polar . So , in H-Cl , the electronegative difference is 0.9 (approx) , in H-C , the electronegative difference is 0.35 , whereas, in H-O, the electronegative difference is 1.34 which is maximum in this . As , oxygen and chlorine are electronegative atoms that's why we can see such major difference in electronegativity which in turn increase their polarity . So, according to question : 1,3 combination are polar substance which is H-Cl and H-O.
