Explain why the addition of acid (3 M HCl(aq)) or base (3 M NaOH(aq)) will not separate the neutral compound into the aqueous layer?

List four distinct impurities found in the isolated acid. Assume that the procedure was followed exactly and that there was no human error. About the procedure: the acid was isolated via Vacuum Filtration after precipitated with 12M HCl and cooled in an ice-water bath.
