Because,

Formal charge = No. of valence electrons in atom - No. of shared electrons/ 2 - No. of unshared electrons

Therefore,

Formal charge on O = No. of valence electrons in O - No. of shared electrons by O / 2 - No. of unshared electrons by O

Formal charge on O = 6 - 4/2 - 4

Formal charge on O = 6 - 2 - 4

Formal charge on O = 6 - 6

Formal charge on O = 0

Therefore, formal charge on oxygen in water = 0
