If the protocol a person is following calls for 1L of a solution to be made but you have to make 25mL of it do you only quarter he liquids used or all ingredients?

First of all the quarter of 1 L is 250mL and not 25 mL.

The solution is homogenous mixture of two or more components, so now when you wish to prepare a solution that is lesser in quantity as compared to the other , you need to reduce all the components and not just the only liquids, for the same concentration and chemical composition.

So if 250 mL is to be made , you must take quarter of all the ingredients that the person is using to prepare 1 L of the solution.
