First you have to determine the center with least priority.

For that

Initiallyassign the atoms numbered from 1, 2, 3 and so on and this is based on the atomic number. The highest atomic numbered element will be assigned 1 and the lowest will be assigned the maximum number. Then rearrange the molecule such that the backward portion is taken by the element with maximum assigned number (or least priority)

Then move the substituents from 1 2 3 and so on. If you move clockwise then it's R and if you move anti clockwise then it's S
